Dead motherboard in laptop?

I've got a Dell Latitude CPi-A 366 XT laptop. Ever since I got it, it had trouble starting when the power button was pressed. If you pressed the power button and the screen didn't show anything within 3 seconds, it would NEVER do anything. Turn it off and try again. Typical startups took 1-20 attempts, highly variable. Other than that it worked great.

Today I tried to start the laptop, and once it did start, all the screen showed was static and colored lines and bars. No hard drive light activity.

Is it safe to assume the motherboard finally went out completely? Maybe a dumb question, but you never know so I thought I'd ask.

I can get another refurbished motherboard for $20 on eBay, and I'll upgrade from the 366 P2 to a 400 at the same time for a few dollars more in another auction.
