Outlook express and IE problem

Ok, I got this guy that is running win98se.
When he recieves an email with a link in it he tries to click on it but nothing happends.
Usually if you click on a link it brings up a new browser window but not for him.
It must be some kind of file/action association thing but don't know what to have him fix.
So far the only thing I know to do is backup his email messages and address book along with his favoritres and uninstall and reinstall both IE and outlook express.
My question here is, is there a better/eaiser way to fix it with out a reinstall?

After the last round of 'critical security updates' on IE and OE my wife noticed some options changed. This one didn't happen to her (she runs w2k), but some of the updates 'do stuff'.
Now if we could just get my apache server running I'd be happy...

It was addressed in the MS KB article 256953.
The article is really written to provide you the necessary information to make OE bring up a new browser window when you click on a hyperlink in an email instead of opeing it in your existing browser window...
The inflromation there did show the defaults however and when I went to look at the machines URL:HyperText Protocol entry I noticed that the "open" entry was missing. So I duplicated the defaults according to the article and it fixed it. So it seems that something got in to that area and removed the "open" entry...
Also, fyi, the fix was in windows explorer, folder options area not in IE or OE...
Just thought I'd mention it in case some one else has this problem... You don't have to uninstall and reinstall anything.

My workaround to the same problem is to have an IE explorer window open when I click a hyperlink from e-mail or say a hyperlink shortcut in a regular folder.
This problem occured sometime after IE v5.5 if I remember. I'll definitly check out your fix though. Thanks!!
