TeamXbox is reporting that the latest issue of Game Informer has an exclusive interview with J. Allard where he seems to confirm comments previously made by Todd Holmdahl, Corporate Vice President of the Xbox Product Group at Microsoft, that Xbox 360 games will not require a HDD unit to work.
"We've said, 'Hey look, don't bank on the hard drive always being there,'" Allard revealed that Microsoft has instructed developers. "There may be a scenario in the future where we don't want to have a hard drive, and in that case, we have to make sure that the games that you've created are accessible to the broadest possible audience."

Maybe they want to cut costs (and make more money by selling it as an upgrade).
