I cant seem to do a "soft" shutdown or restart from Windows XP. If I try it, it gets to the "Windows is Shutting Down" screen and stays there.

It will work in Safe Mode though.

Any ideas?

Drivers used in safe mode are simpler, thus XP WILL shut down faster from safe mode.

So, what hardware is in your computer, from the computer manual and your knowledge. I think we need to start by looking at drivers. Some XP installswith updates do not work right with some older drivers on the computer, so updatung drivers (which CAN be done in safe mode with networking) may help this and other problems. Also, please scan the computer for malware and viruses, and post a HiJackThis! log in the SVT forum area, ok???

Not that this is your problem but go into norton antivirus and disable scan floppies on shutdown. I've seen that hang many systems on shut down.
