FTP server guide and upload restrictions

I want to set up an ftp server. I was planning on vsftpd. Any good guides for it?
Also:
I want to cap both upload speed, and total daily upload amounts. School gets mad if you up/down load too much over a 1 or 3 day period. How do I do such a thing?
