ATI 9550 install falure

Hello, iv been trying to install a videocard on this crappy E-Machine for 2 days now and iv run out of ideas, heres my problem.
My computer is a Emachine W2040 with a XP2000+ 1.66Ghz 512 kinston RAM RADEON 9550SE videocard. The system has a OEM 16mb onboard graphics.
Upon instalation of the card windows takes it upon itself to try to install it itself. it goes through the "Found new hardware wizard" twice, once for 9550 and another for 9550 secondary. i have tryed to install the drivers overtop of this,uninstalling it after the wizard and installing the drivers, every way possable and it gives me code 12,not enough system rescorces. i have tried disableing both of the installs in device manager and every time it says on reboot that the ATI driver cannot be found or is configured incorrectly. i have installed this card on anoter computer in less that 5 mins and have no clue whats up with this one. any suggestions would be greatly apprechated.

Next,when you install the card and reboot, when windows detects it and trys to install drivers, cancel it and run the latest catalyst driver install routine that you've downloaded from ATI's website for your card.
After that, all should be well. If you've done all that and it still doesn't work, then I'd start looking to your power supply in that e-machine as they are notoriously underpowered. That could screw everything up.
