How can I pinpoint a network problem?

Ya, I'm in "the dorms" so i'm on a "network" to connect to the internet.

It works, but heres the problem, sometimes the internet will completely not send any information to or from the internet to my computer. It can last for about several seconds to a few minutes.

Webpages don't come up, and the worst part is gaming and my guy is frozen while I watch all the action going on. ( I can see the guys move chunky, sometimes smooth, I can look around but can't move or change weapons).


So basically I'm going to bitch to the tech guys to solve the problem. But I don't wanna just tell them what is happening cause I'll just get the "were working on it" crap. I was wondering if there are any kind of "networks tools" that will help me to pinpoints the problem, or if one of you tech guys can give me an idea what is going wrong.


My guess is the package loss (PL) gets way too high (big network cause of the dorms and all) (The "All-Seeing Eye" ASE will show my package loss to gaming servers being 90%-98%).

But the werid thing is the other university I went to had much larger dorms and more of them, and I never had this problem.
