Win XP - File cannot be replaced - Please Make Sure It Is Not In Use

Salutations everyone!...

In a new install of windows XP SP2 I have been finding that several files seem to be locked and not able to either move or be upgraded. .NET Framework v1.1 will not load and serveral other programs cannot be correctly upghraded.. Eack time there is the same error " File cannot be ( either moved or replaced ) Please make sure that it is not in use or set to read only. The error seems to be haphazardly aggragate across the system... all the way from simply moving the Microsoft Office icons to another folder in the start menu all the way not being able to upgrade the .NET Framwork.. Some of my programs require service pack updates and are not being allowed. What is blocking these actions and how do I turn it off or correct the error? Even Microsoft Plus! will not allow its upgrade patches. I cannot move Alcohol120's icons to another folder... ect ect.... Thanks ever so much...

    Are you logged on as an Administrator?

    You might also try finding the files in question, right-clicking them, then left-clicking "Properties", then un-check the "Read Only" box.

    Frankly, if this is a new install it sounds like something went wrong from the very beginning. If nothing else helps, a Repair Install might be the quickest way out of the situation.

    Repair install tends to do more harm than good and yes it is logged in as admin. I resolved the .NET framework issue once before by installing the Microsoft Partner Pack, but the other issues are different. This time we even did a low level wipe of the HDD - writing zeroes to every sector.
    Unchecking read only has no effect... There is something goofy in the registry.


    Addendum: removing the read only has been attempted with the same results

    Please excuse the following soap-box ramble, but some folks just seem to think the CD tray is a cup holder!!!


    Here is another thing to consider folks.....

    That idiotic New.net malware pack got installed on this system on which I am working... It performs aspects similar to those first viruses that exploded hardware.... causing the drive's clamping mechanisims to burn out and messing with mainbard chips.... while also activating so many processes that the system in time just refuses to run - all the while reporting your every move. It very well could be remnants of this influence... despite the main drive being replaced with a new 250GB SATA by Hitachi.... the mainboard is still messed about.... I found so many more registry errors than there should have been in a fresh install, actually having to run scans in safe mode just to get them to complete.... over 250 errors just in the main system... stupid stuff that I know installs properly from long term expierence... Microsoft Antispyware won't even install correctly... It reports program errors and to please reinstall... I even downloaded a fresh copy A G A I N with no different result.

    Now that the Rant is over...... Anything you precious peeps can do to help me with this most pestulent of issues.... please reply... I am at a total loss.... It took several installs to retrace the circuit pathways corectly when we made the same mistake in our own comps...

    For God's Sake People!!... Never Install ANYTHING with New.net inside it!!! It really jacks with the hardware...

    Any further conclusions and suggestions are MOST welcome....
