i want to cut my right side panel

i want to do it like this character in the image below, but i only want to do the outline, and after the outline i cut out, i want to put cold cathod in it, to make the outline visible in the dark.

If it's acrylic, you need only redraw the image in heavy pencil on the window and follow a process called "Etching." Google that.

If it's metal, it's incredibly hard to tell you how to do it in text.

reduce it to a line drawing
make sure that none of the parts will fall out
glue your drawing to the side pannel (rubber cement)
back the pannel with a piece of plywood, clamp well
use a roto tool to cut the lines, they will be the width of the bit

Oh, and get an old case (from the trash) and practice first!
