problem using a web site

I am a member of a chatting website and the computer won't let me send notes to other members I live on campus in college it was working before, I was able to send notes but now it's not working. I was told to select the tools bar, select the internet options, selcet the advanced button and then select the multimedia bar to display images but when I select the advanced button it sends me to block cookies it was not showing me an option for multimedia to display images. When I want to send notes to other members the computer tells me to enter a word above in a text box but there wasn't an image of a word for me to enter so I wasn't able to send notes to members unless I typed the word the computer wanted me to type in.

    Chatting software or member of a forum like this? If IM, it is possible that the ports are blocked due to bandwidth restrictions.
