Router Limiters

I live in an apartment complex where everyone has a courtesy DSL connection. We each have our own router in each apartment, sealed away in a locked box. Here's the problem: the router has an obviously limiter on the upload speed set at 115. This is not fast enough for xbox live (i know, sad life I live). I have no idea what brand the router is, and I obviously cannot see it. Management is not helpful, since they claim they have nothing to do with the internet, it is all done by the company who provides the service. So, here's the question. How can I remove this speed limiter remotely? Any help would be appriciated, thanks.

    you can't legally do that. Talk to the building's ISP and find out what it costs for more bandwidth.

    You won't find advice on how to bypass security or other network policy devices here.
