Cannot connect to some sites/services

A few days ago I started getting 404 errors whenever I tried to go to Paypal with Internet Explorer. Also when I try to sign onto MSN Messenger it tells me my username/password are incorrect. When I try to accesss Passport's Help pages I get a 404. At first I figured maybe the sites were down, but there's no way they've been down for this long.
I tried rebooting my computer, but it made no difference. Then I finally got the idea to try it in Firefox. I can access http://www.paypal.com, but each time I try to navigate to a secure part of the site (https://) it says connection refused.
Can anyone help here?
Also the time I rebooted my computer after I noticed this, it took about 5 minutes to boot up, and I got really scared. It loaded up to the desktop screen, but half of my desktop icons were missing and the clock said 7:10PM, even though it was around 5:00 PM. Also there was an IE window open in the taskbar for Short-Media Forums (at least if any of my friends boot up my computer they'll get a nice ad ). I could move the mouse but not click or use my keyboard for about 2 minutes, when it finally loaded to my real desktop. This must have been some kind of cached image from a few months ago, as programs I installed recently did not appear on my desktop. Does anyone have any idea what is happening here? It does it every time I reboot my computer.
