Itunes runtime error

My friend just upgraded his ipod from the mini to the 20 gig. When he plugs it in, it says the software needs to be updated, so he ran the update and it says
"1607: Unable to install shield scripting runtime"
I told him to try and re-install itunes from the cd, but that exact same error comes up. Even if he downloads the newest itunes online, that same error comes up. any ideas?
