Is it possible to limit bandwidth to other machines on the network?

I'm sharing a network with my family. My little sister, however, insists on downloading all the time which munches up the Internet bandwidth.

Is there a way I can set/limit bandwidth to other PCs on the network so that we all can share an equal ammount of the bandwidth?

find out what program shes downloading with, and teach her how to limit her uploads (uploading is the problem not downloading, I can almost guarantee you). Thats the easy, non brute force method

There are many ways, with various hardware/software facilities. I will recommend the one I have used for home/business purposes for the last couple of years...squid proxy. You can speed up internet for those who visit certain sites regularly by using the caching features on the proxy instead of using local resources. You can bandwidth limit, deny access to specified file types, limit streams, etc. It is a Linux based software release however...

His little sister probably is using a p2p program.

If you have a linksys wrt54g router theres a QOS section that lets you control exactly what you want to :).
