NET Framework

I've been unable to use the windows update to install a critical security update to Net Framework, and finally gave up and contacted Microsoft via e-mail support. I was advised that probably the previous unstallation was damaged, or maybe the installer was damaged... So, I was directed to uninstall NET Framework 2.0 and reinstall. But now I can't reinstall, and am getting an error message that "the procedure entry point QueryPerformance could not be located in the dynamic link library KERNEL32.dll"

My question: do I need NET Framework to run various consumer-type applications on a non-networked PC running Windows XP SP2?
