Help needed unzipping SP2 for XP

wonder if anyone can help me.
In another forum (spyware/trojans etc...) the following has been suggested to me:

He can try to restore the default security template by running this dos command.
secedit /configure /cfg %windir%\repair\secsetup.inf /db secsetup.sdb /verbose
IF he does not have secedit he may have to download it.
Per PSloss
Secedit (and the more user-friendly administration console) are not distributed with XP Home Edition; however, secedit is available in the XP Service Pack 2 "full-frontal bonanza package" (technical phrase ). If the idea of downloading a 270 MB package for a 18 KB utility file doesn't bother you, then you can download it here:

Then you would need to unpack the package without installing it, using the -x command line parameter.

That will bring up a "command console session" aka a command prompt.
I then assume I go to the directory where the SP2.exe file is and use the expand command.
?
Then run secedit frome there??
how do I unpack the sp2 when it is an .exe file and not have it install. I guess I am trying to unpack the .exe file to get at the secedit file.
at a bit of a loss here sorry.
I need to transfer the appropriate secedit files to my laptop to use the suggested security fix as mentione earlier.
Anyone have some idea how and what I should do?
The secedit files I can find in the unpacked SP2 are :-
File wsecedit in the i386 directory 177kb size DL_file
and
file secedit in the i386\ip directory 8 kb size EX_file
where do I put these to run the secedit as was suggested.
Can I simply transfer these files to the laptop, put them in appropriate directories and run the secedit command?
feeling a little unsure but happy to be guided :o
