bandwidth priority

I need a program that regulates how certain programs use Internet bandwidth. I run file sharing programs which often take up all my bandwidth and I browse the web. I need a program that ensures my web browser ALWAYS get the bandwidth it needs, as well as stopping my file sharing programs from chewing up all my bandwidth. I know I can throttle my bandwidth in the P2P app, but that doesn't help much.

    I have not personally used the program, but NetPeeker makes this claim:
    NetPeeker can limit data transfer speed for each application, remote IP address and connection, both upload and download. Now you can control the usage of your bandwidth resource freely. The unique "throttle priority" enable you giving critical application or remote site more bandwidth.
