need some suggestion on new budget system

Hi, I have 500 in budget to build a system, and need some advice. It will be primary use for running gneral use applications, some light gaming, web surfing, watching dvd movies and email. It's basically for my sister in high school, the current computer is really slow, p3 450 and can't even play some movies without lagging.

    Do you have any preferences...amd or intell, nvidia or ati?? Or does it not matter?

    I prefer amd, since all my system was intel, time for a change.
