Most economic dual core cpu / mobo

My friend is specing out a new system - he wants a dual core AMD processor. What's the best deal, as far as maximizing price/performance ratio? Also, what's the new hotness, as far as motherboards go (sli not required)?

Both can be had for less than $400 shipped ($65 + $311), and they overclock great!
