Stuck in AGP 4x mode

The card is a geforce4 ti4200 128 meg agp 8x card
ASUS K8N Socket 754 NVIDIA nForce3 250 agp 8x motherboard

The bios was set to pci not agp at time of OS install, later changed, card still stuck agp 4x after driver reinstall and reboot, ect , any ideas?
