If you have the right motherboard, the right memory, and the right cooling, it can be done. We'll need lots more specs before we can answer that question
No dice, OEM machines are designed to prohibit overclocking as a measure to keep technical support costs down. Honestly though, 1GHz vs 933MHz is not going to bring much of an improvement. More RAM though, say, 512MB total, would.
There is some hope though; if you're willing to fork over some money there's people out there that custom-code BIOSes and can probably whip something up for your board. Unfortunately, it would probably be cheaper to just build a new computer.
By "dedicated to the Internet" do you mean it's a dedicated server? If so, you should really consider keeping your OS up to date. If you mean it's a dedicated web surfer, you might want to check the machine for SVT (spyware-viruses-trojans). These programs accrue on machines over time through normal browsing habits and can noticably slow down your machine. Our SVT forum can help with this if you need.
Yeah, sorry, you're not going to be able to overclock a consumer PC. You either need to build your own or buy one from a speciality shop
Speeding up the processor is not going to help your internet browsing at any rate, like drasnor said. More memory would help, a faster internet connection, and perhaps checking your computer for spyware.
