Hot Key Poller

I was wondering if anybody knows what this is? I'm running Win XP Corp,Radeon 9700 Pro, and went to control panel, administrative tools, services, and in there I found ATI Hot Key Poller. Now is that a background service that lets you use hotkeys, or is it like a keylogger program? Was just wondering, and didn't want to get into some long research thing on it. Thought some one might know off hand.
