Best Cheapo Video Card for under $30?

I was wondering what an older decent video card under the $30 range is.

I would need VGA and DVI, and I DO NOT game at all. Maybe watch a little video or DVD every once and a while.

Some say the MX300 or 4000 or the Radeon 9000? anyone have a suggestion.

used or new is fine.

    Good brand, good chipset for your needs, and only $23 to boot.

    The ATI 9250's are a good value for their price in AGP flavor, and so are the x300/x1300's if you have a pci-express board. If you do not game at all, just about any DVI/VGA card from ATI/NVIDIA should do well.

    I see the Ti4200's go for $30 sometimes and I always liked that card. Maybe i'll try to find this, or go with that Asus recommendation ;)

    Appearent that card SMJ posted is a Gem in deqguise.... one user posted a review:

    Other Thoughts: really recommend this card for extreme gaming and video editing.
