I installed the modem and everything looks kosher. However the laptop insists on still using a dial up connection whenever IE is opened up.

Looking at the connection properties, I see 27,000 packets outbound, but 0 inbound. using win xp pro. any ideas?

For WinXP Pro (Should be similar for Home)

Tools -> Internet Options -> Connections -> Delete dialup connections there. You don't need anything in that box at all.

Then Network Places -> Network Connnections (Sidebar) -> Delete connections there if you want to get rid of the dialup completely. I'd keep it there for backup though. At the very least, you can Right click -> Disable.

    If that doesn't work:
Tools -> Internet Options -> Connections -> Hit setup.

Hit Next -> Select Connect to Internet radio button -> Setup Connection manually radio button -> Select radio button for "Connect using broadband connection that's always on", or use the "Connect using broadband connection that uses a username / password" radio button, depending on what service you have (Cable is typically always on, if not 100% of the services out there)

What OS does it use? How many PCs are hooked to the cable modem, and through what kind of hub/switch/router?

For starters, Go to Tools/Internet Options (In MSIE) and click on Connections. Make sure either "Never dial a connection" or "Dial whenever a connection is not present" is selected. Then under "LAN Settings" select "automatically detect settings."
