Actually reading all threads on which stepping is best, takes time.
Sometimes you can have a bad motherboard, memory or PSU that hinders the OC capability.
But your Opty-165 is better then mine from December 2005 (can't remember the stepping I have, will check it when I change the cooler).
Sometimes one person with the same stepping can't hit the +3.2 GHz like the OC masters.
And he doens't like it, so he starts increasing the voltage far beyond what he should be doing.
