    Is it one of these thingamajiggers? If so, it's a Metal Oxide Semiconductor Field Effect Transistor, or MOSFET. They regulate the flow of electricity in an electronc device.

    That said, everything is on a video card for a reason, but if that MOSFET is still soldered on alright, my advice would be to proceed with absolute care in the future, and the card will probably be okay. But if it did fall off, the card would probably (At some indeterminate rate of speed) fry itself or undervolt itself to death.

    As for your fan, you could have a temperature-controlled fan designed to run at very low RPMs, or it has one foot in the grave.
