Outlook 2003 Error

I keep getting the same Error message "Cannot start Microsoft Office Outlook. Unable to opent the Outlook window. The set of folders cannot be opened. on one of the computers here in the office. I don't know what to do about it, I have tried repair installations using both the installation disc and using add/remove microsoft components.
I don't want to have to remove office entirely since the user of this computer has been using office on it for a couple of years and don't want to loose all her stuff. We do have back ups but putting it all back in would take along time. Not sure that would solve anything.
She has never used Outlook since it never worked but we are switching over to all Outlook office wide.
Can any of you please help me resolve this issue? I would appreciate any advice you can spare.

    Okay. I'm not saying I can solve the problem, but let's dig down a bit and see if we can get a bit more information.

    By the way, GREAT JOB ON BACKING UP ALL IMPORTANT DATA.

    1. Are you on a domain?
    2. Are you running Outlook connected to an exchange server?
    3. Do all the other Office Apps work?
    4. If you create a new profile in Windows, can outlook open there?
    5. Are any other applications or parts of windows malfunctioning as well?

    That's all I have for right now. In some cases, creating a new profile in Windows is the quickest way to go. Yeah, there will be some work to be done, but if Outlook works in the other profile, it means Office really isn't the problem.

    If this machine is showing signs of failure in other areas, it may be time to slate it for a wipe and fresh install.

    Had this problem before... I had times that I've esxited outlook and walked away. I come back and there "seems" to be no sign of outlook. I launch it and it gives the same error as you stated. I then found that outlook had never totally exited. Make sure that outlook hasn't hung. Check task manager for outlook.exe. Make sure it is not running, end task if necessary.

    1. No not on a Domain
    2. No trying to run Outlook on installed on Individual PC
    3. Everything else in office suite seems to operate fine
    4. I will try that and let you know if there is any success
    5. Not to my knowledge, PC in question isn't operated by me though

    No Network connection is soley to access accounting files. All other programs are individually installed and operated.

    No luck there either, I checked but after thinking about it, Outlook had never been run on this PC in the first place. She used to always run AOL from her browser.
    Now we want this PC to use Outlook to integrate with the rest of our office operations.
