missing or corrupted .dll files

Hi I have a probelm with mshtml.dll and actprxy.dll files when i try to go on the web the page comes up blank, when i try to access help & support it wont load cant load system information or system restore, i try the 8 commands xp repair still havin the same probelms try the sfc /sannow still havin the same probelm can someone please help
