missing wininet.dll

cant open e mail or log on to update anti virus as my file wininet ,dll has been infected with a virus and removed by avg free version.i have downloaded the new wininet file from a link from a previous post but do not know how to unzip and install(if thats what i need to do?)

    Extract it to C:\windows\system32 or C:\winnt\system32 -- it depends on what Windows you have.

    have done that and do not get the message any more.however when trying to open various programs i get messages like
    jusched.exe
    or dwwin.exe
    or adaware.exe entry piont not found in dynamic link library shlwapl.dll
    i have run an avg scan and it has found 3 embedded viruses that it cannot remove ?

    i have done a system restore and most systems are ok
    ewido scan has spotted a downloader agent .arh file located in system 32 wininet.it cannot seem to remove it, ad-aware cannot remove it either
    is this the cause of the problems?

    Can you boot to safe mode and delete them manually?

    cant seem to identify a specific file .im a bit stuck
