I really dont know exactl y what the problem is here, but when i am on the web, and i scroll up or down, my screen kind of takes a while to catch up to where i scroll to. Does that make sense? If i hold the down key it also doesn't scrool smoothly. Also if click and hold the scroll bar on the right of any page it just slowly but surely moves. I think it's a video controller or driver problem. I'm new to this so any suggestions would be greatly appreciated. Thank you.

Well it sounds exactly like you dont have a video driver installed. Only the default XP driver. You'll need to figure out what kind of video card you have in your system and install the latest drivers for it.

You could download the official ATi drivers.. here
    http://short-media.com/download.php?d=552

Or my personal favorite, the omega drivers without the bloaty control center crap.

i tried both links, and ran into problems both ways, the ATI process prompted me to update my display adapter and try again, which i dont know how to do. and the omega process stopped 95 percent done, and changed a few things on device manager under/ now the display adapter doesnt have a yellow exclamation mark, but the video controller (vga compatible) does?
if i click on video controller vga compatible this is what i see under the general tab

    device type: display adapters

manufacturer: ATI Technologies Inc. (Omega 3.8.252)

location: PCI bus 1, device 0, function 0

under device status it says this
This device is not configured correctly. (Code 1)

To reinstall the drivers for this device, click Reinstall Driver.
