Hard Drive not showing

I added a second HD to my rig. I bought it brand new. Sata II.
Plugged it into the MB right next to the existing HD in same type of socket. I made sure it has power. It isn't showing up at all. I tried looking in device manager and it's not there.

I can't be entirely sure as the screen flashes too quickly, but I think it's showing up in the bootup menu. If that is the case why can't windows see it?
If that's not the case, what could the obvious problem be?

    To make sure bios detects it right, try pressing the pause button on your keyboard while the computer is booting. That would pause the process and freeze the screen. Then just press enter to continue boot process.

    When adding a new hdd, it is not showing in "my computer" inmediately. You have to go into Control Panel, administrative tools, disk admin and configure it as a basic drive, create partitions and format them. Then, the new drives will appear on your "My computer".

    PS: sorry about my way to explain the path to the disk administration but I don't use the english version of windowsXP so I just "translated" mine.
