Reduce the Bit rate

I have a few MP3's encoded with 128 bit rate. I want to convert them to a lower bit rate (smaller file size) so that I can dump them in my mobile. Can you please tell me which is the best software to do so... Thank you.

    DB Power Amp is the one I use. You can use it in batch.

    Forewarning: They WILL sound awful (low bitrate lossy to lower bitrate lossy is always a bad idea).

    but bare in mind it is only being played on a mobile phone. The quality of the speaker/headphone will mean you cant tell the difference.

    If it's a ringtone then it's not an issue, but it will be painfully obvious if using headphones to listen to them, even though the hardware is likely not the best already.

    Sorry, My mistake, I had assumed it would be used as ringtone. I hadnt even thought about using a phone as MP3 Player as my phone is crap and I cant do that.
