win 98 install?

I have a windows 98 version 2 disk wiht the product key numbers.
How do I make this disk work on a system with a blank hard drive.
I put the disc in and turned the computer off and on and the disk dosent start up or anything.
I have installed windows xp and that is how it worked.
I am thinking there is a dos command that I need to do or somthing.

    You need to download any boot disk (www.bootdisk.com) or bootable CD that will get you to DOS. From that point, you can access your CD-ROM and launch the win98 install via "setup.exe"
