TV tuner card problem

about 3mnths ago I upgraded my os to wmc 2005, I had a old tuner card that would not work with mc so just today I went out and bought a new one, tv wonder elite by ati and I still get no tv now I'm wondering about the tv alright,do you think it is the card or maybe windows?

    Does the card work with other software like Beyond TV? WMC needs an MPEG2 hardware decoder on the card, and only specific ones have that.
