exporting media tags to csv or txt?

Hey all,
Is there any app which can scan a folder of mp3's and rip out the id3 tags (completly)
i.e. scans the folder then exports artist title track name comments etc in to an excel spreadsheet- with file name too.......
if it could go back the other way and then add the tag fields to the relative file names that would kick arse! (but probably be hard!!)
