IP address conflict - but I can't find it if there is!

I am getting a windows systm error saying "there is an IP conflict with another system on the network". It is a hard wired network with a netgear switch and only two computers. The one saying it has the conflict has the internet access. (I have checked the IP address on both computers via cmd>IPconfig) main comp 198.168.0.1, and the other one is 198.168.0.81. That does not seem like it would cause a conflict. We did recently install the Norton Protection System. I don't know how to make this system happy :(
(windows XP home with SP2 and the Norton protection system. Your input and guidance is great;y appreciated - also I am learning but a relative newbiee. Please walk me through your ideas! Thank you.

    So then one of the computer is running Internet connection sharing (198.168.0.1), hooked up to a switch, and sharing to the computer with the IP address 198.168.0.81?

    That means the main comp has 2 nics, a WAN and a LAN right? Or are you using a modem as the WAN and the nic as the LAN?

    Make sure that the second pc does not have a static ip address under the alternate or main ip address of 192.168.0.1. You can release then renew the current ip on the x.x.x.81 pc. Try rebooting the ICS gateway, then the other pc and see if the conflict is still occuring. Additionally, ensure that ICS is not running on more than one pc, as the x.x.x.1 ip address is a given for the LAN nic of an ICS machine.

    "Yes, to you first paragraph question. A few more questions...Not sure about the WAN and LAN. I am connecting to the internet via DSL. I believe the LAN goes to the switch and all else comes and leaves there.

    What is the "ICS gateway"? How do I reboot it?
    How would I know if the second computer has a static IP address? Would it show with the cmd>IPconfig search I did?
