I'd say in the next couple of weeks. NVidia is releasing their GeForce FX 5700 series, which is to directly compete with the 9600XT series.
Should be an interesting battle to see who wins the mid-range performance crown.
//Edit: The 9600XT will require the Catalyst 3.9 driver series to support it correctly. Therefore, I think we can assume that since the Catalyst 3.8's have been out for almost 3 weeks and that ATI is on a 4-6 week driver cycle, the 9600XT may be out within the next 1 to 3 weeks, which will coincide with the release of the Catalyst 3.9 driver suite.
