Vista and shrinking partitions

Vista has some built in partitioning utility that lets you shrink or expand partitions. My main drive is a 160gb, it is the C drive and initially I had set it up as one giant partition to play with vista. It had an old XP install on it, and with a bunch of files scattered on it, I don't want to format it. I deleted a bunch of crap and now there's 70gb of free space. THe problem is that Vista will only let me shrink this partition by 3gb. Nothing more. The help files say that it wont let you shrink more of the free space is there's a swap file or shadow copy files. I have triple checked this, and it is not the case. there are no swap files, and shadow copy protection is turned off. It still will not free up more than 3gb. All I want is 20gb, to install windows and a game, nothing more. This is driving me up the wall. Why wont it free up more space? Can you recommend other partitioning software that can resize partitions? I was going to try PM8 but the demo doesn't resize, and I read that it wont work with vista anyways.
