Best video editing software for kids?

I'm a FCP5 user and my nephew, who is 11, has shown an interest in video editing. I am interested in getting him started on editing, however he has a PC not a MAC so FCP is not an option. I don't know what is a good system for a PC that won't break the bank but will allow him to input video into the PC and do some minor editing with simple effects and transitions. Any ideas would be greatly appreciated.

    What kind of video do you want as a result? DiVX? XViD? WMV? Quicktime? DVD?

    probably dvd or wmv. That way he could watch what he put together afterwards. Do you know of anything that would work?
