Scorpiodrgn need some help

He need some help but can't post yet so I'm doing it for him.
He can't get to control panel from start program setting control
panel.
He also can't open my computer
any ideas?

    Is he logged on as an Administrator?

    Are there any programs on the computer designed to enhance security by limiting access to Administrator type stuff?
