need help finding a game

OKAY! thi s has been bothering me for a while
there was this TERRIBLE SNES fighting game i rented when i was a kid
You could perform a special move by just pressing the R button
there were weird selectable characters, one of which being a man in a devil suit (had a white face so it was an obvious suit) and his "special" was throwing a bone
also there was a selectable robot whose special was throwing an exploding bomb...or something...

so any ideas? does ANYONE come close to remembering this?

    Was it like a VS fighting game or a sidescroller?

    Also Was there a guy who threw his Michael Jackson looking hat as a speacial move? And one with like a grapple that he could swing from the top of the screen while calling his enimies "Simpleton"?

    I dont know the name of that, but it sounds like it could be the game in question.

    its a versus...but from what i remember...you could only sellect other characters if you played 2p mode...i think..i remember pressing R for a special move...
