Window Explorer Error keeps occuring

I am having a lot of windows explorer errors lately.

Windows Explorer has encountered a problem and needs to close. We are sorry for the inconvenience.

That is what it says. Anyone have any ideas for me?

    Hi Lorrie,
    Tell us a little about your computer and more about what is happening? This will help us to narrow down to a place to start trouble-shooting the issues you're experiencing.
    1. What operating system is your computer running (e.g. Windows XP Home, Windows XP Pro, Windows XP Media Center Edition, etc.)
    2. Exactly what seems to induce this error? (e.g. running a particular application, opening a browser, etc.)
    3. Did anything precipitate this that you can think of? IOW, have there been any recent changes to your computer (hardware or software added, removed or upgraded; operating system updates applied, virus or spyware infection, etc.)
    4. Have there been any recent events (power outages, etc.)?
    5. What antivirus software are you using? Are its definitions up-to-date?
    6. Are you running any spyware detection software? If so, which one(s)?
    7. Look in your System Tray. (that's the area at the far right of your Task Bar - in the lower right-hand corner of your Desktop - where the system clock is). Hold your cursor over each icon there and tell us what they all are.

    Possible virus-- there are viruses that disable Explorer that way. Possible file corruption. Possible application (that uses same file name(s) or revised Windows files that Explorer uses) has replaced one or more file(s).

    Possible older HD is going bad-I typically check HD before reloading Windows on a machine with that error. Bad or incompatible RAM can trigger this also-- incompatibility would be a hardware problem, as would bad RAM.

    Think about software that is running also when that error is present. Are there any programs running that trigger that error that you know of?

I work a lot with graphics and I use Paint Shop Pro 9. I usually get the windows explorer error while I am in there. It also makes PSP 9 error, although my PSP 11 does not.

    Are you attempting to open certain folders and getting these errors?
    Specifically, media rich folders containing 3rd party encoded files...divx, H.264, MP4, etc. Windows has a problem when the thumbnail option is enabled, displaying certain file types

    Are you attempting to open certain folders and getting these errors?Mostly PSP 9 or animation shop. But sometimes it happens when windows has just booted up and is loading all the little icons on the clock area.
    Specifically, media rich folders containing 3rd party encoded files...divx, H.264, MP4, etc. Windows has a problem when the thumbnail option is enabled, displaying certain file types

    Sounds like a version conflict of PSP software. If you uninstalled the old software, then installed the new software, there should not be a problem. If you installed on top of or upgraded, you may have a conflict problem.

    Uncheck all programs from starting using msconfig and see if you continue to get that error. This file, rtl70.bpl, can be grabbed from here http://nwvault.ign.com/Files/other/data/1069175356067.shtml
    Which will place it back in your system directory in case it is gone or bad.

    If this happened recently, you could try a system restore to a date when everything was fine.

    I looked up the IE error message you're getting. (error message when opening IE; cannot find import; dll may be missing, corrupt, or wrong version file "rtl70.bpl", error 126). I've found this same solution in several different places on the I'net. This particular one I got from Experts Exchange.

    Download Borland Delphi 7 Package Installer.
    This is an installer that will put three files, rtl70.bpl, vcl70.bpl, and vclx70.bpl, in your System directory. These files are needed for Programs built with Delphi 7 http://nwvault.ign.com/Files/other/data/1069175356067.shtml

    Disregard the following part, Lorrie. It was part of the post but it isn't technically sound IMHO (not as a permanent solution anyway).:
    its usualy not good to have any programs start up when you load windows. You can either download that .dll and install to get rid of the problem or you can get rid of hte program that uses it. I would recommend going to Start->Run and type MSCONFIG and click OK. Click the STARTUP tab and UNcheck ALL checkboxs, click apply and restart the computer. If you have things like Anti-virus that you WANT to have start up, then leave those checked. Normally you dont need anything in the Startup section. (at least thats how i run my computer)

    I am curious as to what programs you have loaded on your system, with respect to anything utilizing the Borland Database.
