IE7 wont install? and also safe mode prob.

Hi guys i am having problems installing IE7. At the end when its nearly finished it says something is not accessible...virus maybe? I tried doing it in safe mode but once logged in a message comes up asking if i want to use safe mode and before i have time to select an option the dialog closes and everything disappears...the taskbar and desktop.. Also if im off the internet there are many pop ups saying the call has been blocked by the user and many dialing boxes. Sometimes internet windows open randomly and try and connect to some ip address. I am using butdefender v10 and i have counterspy. also i ahve used hijack this to no avail.. Could some1 please help me?:sad2:
