AMD Athlon 64 3500+ Venice o/c?

I have an Abit Fatal1ty AN8 Ultra motherboard and the above mentioned OEM CPU, could anyone please adivse with an air cooler fan using a Gigabyte heatpipe cooler (forgot the name but its a monstrous one with a huge blue fan with lights built in - all copper) what settings and best speed I can get please?

I have 1gb of ram at the moment CL2 and have another 1gb on the way (both 4x512mb in total) also have Windows Vista Home Premium 64bit if that helps. I have a high end (forgot the make sorry) Power Supply Unit I think its 500w or more.

    Ok I went into the BIOS changed the timings to multiplier 11 and even 10 and adjusted the fsb slightly from 200 to around 220 and 233 mark but it just defaults back to 3500+ amd athlon 64 does this mean my cpu is locked and cannot be O/C?
