Unable to start Java Runtime Enviroment

I have uninstalled all of the programs that say this, removed all hava programs then installed the latest java runtime from java.com then installed the java program and recieved the same errors.

After I uninstalled all of the programs I even removed it from the registry.

    It appears that I cannot get the Java Application Control to appear in the Control Panel either. Do any of you know why this might be happening?
