I have been trying to find some of the newest and best ways to design and produce websites. Everything from static to flash. I ran across "Joomla". What is your opinion of this program?
Why are you looking for the newest and best ways to design and produce websites? It certainly isn't a popular technology, but Adobe Flex is very nice for building "rich" web applications. Unlike Ruby on Rails, which I think is popular largely due to being free, Flex isn't very common because a Flex server costs a lot of money. However, if you look at what's possible with Flex, it's quite amazing:
I personally think Flex can be a great addition to a web developer's resume. While there probably aren't many jobs out there for Flex coders, I imagine they pay a little better than the Ruby on Rails jobs, but that's purely speculation.
flex is not a cms or a framework, and certainly isn't a quick and easy way to build a website. and yes, it's very expensive. we built a flex app as a proof of concept when it was first released a couple years ago. to call it torture would be an understatement.
besides, what can you do with flex that you can't do with ajax?

Platform-wise:
Newest? Ruby on Rails.
Best? PHP / MySQL.

If you're talking about management systems like Joomla, then WordPress and Subdreamer are both worth looking at too. I've never used Joomla, but I've never heard anything bad about it.
Your original question is a little broad which makes it difficult to be more helpful. There's really no single "way" to make a website, since everything you do will be a hodge-podge of methodology - pick your server platform, your code platform, your CMS, your code editor, your image editor, your Flash/animation editor, perhaps a video editor, perhaps an audio editor... there's a lot of crossroads to navigate.
