This will force your air expelled by the GPU fan to exit the case actively rather than bubble under the video card and reheat the card and heatsink.
Sunon fans in 40 mm come in dual-ball-bearing forms and are nice for sucking heat off a heatsink and fairly quiet as replacement fans. CyberGuys sells them as coldswap rack cooling fan replacement parts.
If the old fan on your card is at all noisy, you might want to pull it and gently lay down on an anti-stat bag or piece of pink foam with fan up,and remove fan. Then take air can, clean dust out of heat sink where fan was, blow out fan also. Just cleaning should drop temps 3-10C or more-- especially if not done in 6-18 months or so.
CPU fan same thing, BTW. Outside if not raining.

(who just stuck a Cyberguys sourced Sunon Dual-ball bearing 40 mm fan on the Radeon 8500 he just traded for, using 4 Stainless Steel #6x3\4" marine grade sheet metal screws... )
