Turn vsync off... Right click desktop. Settings. Advanced. Select gf4ti4200 then select open gl properties then turn vsync off.

    It's definitely user error.

The reason you were gettning 99fps in cs is because vsync was off. Installing the new drivers with a new video card must've set vsync on by default. You must also know these things:

    1. You want vsync. You get lower framerates, but they are synced with the monitor refresh rate, so it looks smoother. 60fps with vsync will look better than 99fps without vsync.

    2. The only way you should go for higher than 60fps is if you are going to a higher refresh rate than 60Hz. What the Nvidia refresh fix does is allow refresh rates higher than 60Hz in opengl and d3d. I think the refresh override is incorporated into newer detonators, but I'm not sure how well it works.

    3. You don't need a ti4200 to run counter-strike. In fact, you don't even need a ti200.

    4. You won't notice any difference after 85Hz. The only difference is that your video card has to work harder to put out good framerates.
