    With some mobo\hardware combos, yes.

But, in the time between 1990 and now I have seen the following cause a board\system to show no boot and no beep:

    missing floppy
missing or mis-seated stick one of RAM
    Wrong kind of RAM
    missing HD
mis-seated CPU (but CPU was good)
PSU set for 220 instead of 110 (international PSU)
    mis-connected IDE cable
lightning zapped modem (rest of computer was fine, lightning was far away and surge propagated quite a distance)
lightning zapped NIC (half of computer was fried, closer lightning hit)
    bad\shorted mobo
    bad CPU

I fix computers others try to build, and also build, and specify, and fix computers hit by lightning and bill and get $20.00 an hour NET.

Actually the CPU is just fine. I tested it in my NF7-S and not only did it post, but it loaded everything perfectly. I also tried plugging the IDE & Floppy in, but with no success.

I am going for swordsman KT7-A Raid and hopefully that will fix this annoying problem.

    Til next time...
