update on my problem: I tried switchting out my ram and video card to ones that i know work, they both seem to work fine. Going to try to start it outside the case now.

edit: still no luck with it out of the case, same thing. Now i need to figure out if its the cpu or motherboard. so i can figure out which one to replace. but i dont have extras for wither of those. can any one help me?

Wait. It works with other ram and video? If so removing it from case isnt gonna help I bet. It would be in the ram or video. Try them one at a time till you get the culprit. Or did I not read your posts right?

The "siren" noise is cause by the bios feature "shutdown when CPU fan failed".
The bios cannot detect RPMs from your CPU fan so it shuts down and sounds the alarm.
Disable this feature or update to latest bios.

ok i got that problem licked but im not sure what settings to use in bios to have my cpu and ram at its right speeds since right now it only thinks its a 1250 mhz instead of atleast 2.08 ghz
